How Carcassonne scores
Carcassonne is scored twice: features pay out the moment they are completed during play, and whatever is still unfinished is scored again after the last tile. A completed city is 2 points per tile plus 2 per coat of arms, a completed road is 1 per tile, and a completed cloister is 9. At the end, unfinished cities drop to 1 per tile and 1 per coat of arms, unfinished cloisters pay 1 per tile placed, and farmers score 3 points for every completed city their field touches.
Completed features score immediately
The instant a city, road or cloister is finished it scores and the follower comes straight back to its owner. Cities pay 2 points per tile plus 2 per coat of arms, roads pay 1 per tile, and a cloister with all eight surrounding tiles in place pays 9. Getting meeples back quickly is most of the game, since a scored feature and a returned follower are the same move.
End-of-game scoring is not the same rate
After the last tile is played, everything still unfinished is scored at the reduced rate: 1 point per tile for an incomplete city and 1 per coat of arms, and 1 point per tile for an incomplete cloister counting its own tile. Roads are the exception - they pay 1 point per tile whether or not they were ever closed, so an unfinished road costs you nothing. The eight-tile city that would have paid 16 during play only pays 8 at the end, and that is the miscount that comes up most often.
Farmers, and why they confuse everyone
A farmer is placed lying down in a field, never comes back, and scores nothing until the game is over. In current editions each field pays 3 points for every completed city that touches it, and fields are bounded by roads, rivers and city walls. Cities that were never finished are worth nothing to a farmer, and because every field is scored on its own, the same city can pay a player more than once.
Ties do not split the points
If two or more players have the same number of followers on a city, road, cloister or field, every tied player scores the full value. The points are not divided and nobody is shut out. That is what makes it worth pushing a second meeple into a city someone else started rather than beginning your own, and it means only a strict majority actually locks the other players out.
Editions score farms differently
The original 2000 edition paid farmers 4 points per completed city and capped a completed two-tile city at 2 points total. The Spiel des Jahres edition dropped farms to 3 points per city and added a restriction that a single city could only score once per player. Current printings use 3 points per city, score each field independently, and give a completed two-tile city the full 4 points. If your group argues about farms, an old rulebook is usually the reason. Newer boxes also bundle The Abbot, which scores gardens exactly like cloisters and can be pulled back early to bank whatever it is worth at that moment.
