How Welcome To… scores
Welcome To… scoring totals the three City Plan rewards, plus parks, pools, and completed estates with their temp-agency multipliers — then subtracts BIS and refusal penalties. The highest total after the round that triggers game end wins.
Plan 1
VP printed on the City Plan #1 card — first player to satisfy it scores the higher value, later achievers score the lower value.
Plan 2
VP printed on the City Plan #2 card — first player to satisfy it scores the higher value, later achievers score the lower value.
Plan 3
VP printed on the City Plan #3 card — first player to satisfy it scores the higher value, later achievers score the lower value.
Parks
Sum the cumulative park VP unlocked on each of the three streets — values shown above the houses where you built each park.
Pools
Sum the cumulative pool VP unlocked by ticking each pool box — values are 3, 6, 9, 13, 17, 21, 26, 31, 36 for pools 1–9 (per the printed scoresheet).
Estates
Sum the VP for completed estates of size 1–6, multiplied by the temp-agency bonuses (BIS / Refusal-driven bonuses) you unlocked.
Bis penalty
Subtract the BIS penalty triangles you marked during play (typically 1, 3, 6, 9, 12 VP penalties).
Refusal penalty
Subtract the refusal-permit penalties marked when you could not place a number (typically 0, 1, 3, 5, 8, 12 for refusals 1–6).
